Presentan propuesta de Protocolo Binacional para la Atención a la Niñez Migrante entre Honduras y Guatemala

Varios representantes de instituciones de gobierno, entre ellas Cancillería, Dinaf, CICESCT, y Sociedad Civil, se reunieron para avanzar en la propuesta del Protocolo Binacional para la Atención a la Niñez Migrante entre Honduras y Guatemala.

La Propuesta del Protocolo Binacional de Atención a la Niñez Migrante entre Honduras y Guatemala tiene como objetivo el establecimiento de acciones y niveles de coordinación interinstitucional a nivel nacional y a su vez propiciar la coordinación entre las instituciones de ambos gobiernos que intervienen en el círculo de atención y protección de niñez y adolescencia migrante detectados en los territorios respectivos.

Guatemala y Honduras son Estados signatarios de una serie de Convenios, Convenciones, Protocolos y Tratados establecidos sobre los Derechos del niño, asumen la obligación de promover y de adoptar todas las medidas apropiadas para que toda niña, niño y adolescente sea protegido y asistido efectivamente contra toda forma de abandono, explotación o abuso.

Asimismo, ambos países han ratificado los dos Protocolos que complementan la Convención de Naciones Unidas contra la Delincuencia Organizada Transnacional, el Protocolo contra el tráfico ilícito de migrantes por tierra, mar y aire, y el Protocolo para prevenir, reprimir y sancionar la trata de personas, especialmente mujeres y niños.

“Ambos países buscan mejorar las condiciones y dar atención inmediata a niñas, niños en condición de explotación sexual, y trata de personas, en situación de riesgo social, es por ello por lo que el Protocolo Binacional viene a poner un énfasis en la lucha de los derechos humanos de los niños y a adolescentes de Honduras y Guatemala” expresó la titular de la CICESCT Sua Martínez.

“Cumpliendo con el plan de gobierno de nuestra presidenta Xiomara Castro de Zelaya, seguiremos trabajando en la protección de niños niñas y mujeres, en condiciones de vulnerabilidad” finalizó Martínez.

La Comisión Interinstitucional contra la Explotación Sexual Comercial y Trata de Personas, tiene el compromiso de velar por el bienestar, y protección a todas las víctimas que son rescatadas por los delitos de explotación sexual y trata de personas.

Las víctimas rescatadas de estos delitos en la modalidad de explotación sexual y trata de personas por parte de la CICESCT, reciben atención especializada según las particularidades de estas, entre ellas alimentación, vestuario, alojamiento seguro y digno, reunificación familiar, atención psicológica, social, médica, legal, entre otros.

En lo que va del año se han identificado, rescatado y atendido 39 víctimas del delito de explotación sexual y trata de personas.

El trabajo que realiza la Unidad Contra la Trata, Explotación Sexual Comercial y Tráfico de Personas (UTESCTP) del Ministerio Público (MP), Agencia Técnica de Investigación Criminal (ATIC), Dirección Policial de Investigación Criminal- DPI (Unidad de Delitos Especiales y la Unidad Trasnacional de Investigación Criminal –UTIC), es vital para la persecución y sanción de los victimarios que se dedican a cometer este flagelo.

Como CICESCT seguiremos trabajando de manera coordinada con las instituciones gubernamentales y organizaciones de sociedad civil en la restitución de los derechos vulnerados de las víctimas directas e indirectas de los delitos de explotación sexual comercial y trata de personas.

Es de suma importancia prevenir a la población sobre la ocurrencia de estos delitos, la forma en que operan y como personas inescrupulosas captan víctimas para ser sometidas en las diversas modalidades de la trata de personas.

La Comisión Interinstitucional contra la Explotación Sexual Comercial y Trata de Personas (CICESCT) en sinergias con la Organización Internacional para las Migraciones, (OIM) realizan jornada de capacitación en Santa Bárbara.

Estas capacitaciones tienen como objetivo recopilar insumos para la creación de rutas de acción y procedimientos operativos estandarizados para la atención y persecución de los delitos de Explotación Sexual Comercial y Trata de Persona.

Además, se busca hacer conciencia a las personas y visibilizar el tema de Trata de Personas en diferentes municipios de Santa Bárbara.

El taller va dirigido a diferentes representantes de instituciones y sociedad civil de Santa Bárbara.

La capacitación es impartida por la coordinadora de proyectos de la (OIM), Cinthia Bonilla y por el equipo de respuesta inmediata de la (CICESCT), Víctor Ríos y Ondina Cruz.

Actualmente se están elaborando rutas de acción en los comités locales de La Paz, Comayagua, Roatán.

CICESCT a la espera de ampliación presupuestaria para la atención a víctimas de Explotación Sexual Comercial y Trata de Personas

El Congreso Nacional emitió ayer por la noche, dictamen favorable para el incremento del presupuesto para la CICESCT, La aprobación de este monto presupuestario dependerá de la decisión que tomen los diputados.

La CICESCT, solicitó al Congreso Nacional, la aprobación de 25 millones de lempiras, para fortalecer la atención a víctimas o sobrevivientes de Explotación Sexual Comercial y Trata de Personas.

El proyecto de ley fue presentado por el parlamentario Jari Dixon, presidente de la Comisión de Derechos Humanos, para que se cree una partida presupuestaria en el presente ejercicio fiscal 2021-2022, a favor de la CICESCT, con el objetivo de ejecutar sus planes estratégicos y operativos para la prevención de los delitos de trata de personas.

Jari Dixon, expresó que la Trata de Personas es uno de los delitos más lucrativos, después del narcotráfico, a nivel nacional, “se utilizan niños, jóvenes y adultos, para explotarlos y comercializarlos».

Agregó que la pobreza, la desigualdad, el desempleo y el hambre, son los principales factores que favorecen este delito.

Por su parte, la Titular de la CICESCT, Sua Martínez, dijo,» estamos trabajando enfocados en el plan del gobierno Solidario de la Refundación del País, con nuestra presidenta Xiomara Castro de Zelaya».

Martínez expresó que, «nuestra presidenta está cumpliendo con el compromiso de resarcir los daños de las víctimas, nos ha brindado todo su apoyo».

Ibarra añadió que también el presidente del Congreso Nacional, Luis Redondo, se ha convertido en un apoyo fundamental en esta lucha contra la Trata de Personas.

“Estoy muy orgullosa de todo el equipo de trabajo de la CICESCT, el cual está haciendo una gran labor hemos elaborado informes sustentado las razones que justifican la solicitud de aumento del presupuesto. Nuestro compromiso como Comisión, es seguir identificando y dándole atención, seguimiento y protección a las víctimas y sobrevivientes, que se son parte de la atención de víctimas indirectas” Finalizó.

La Comisión Interinstitucional Contra la Explotación Sexual, Comercial y Trata de Personas (CICESCT) firman convenio con la Oficina administradora de bienes incautados (OABI) ,esto con el cumplimiento al Plan de Gobierno Solidario de la Refundación de la presidenta Xiomara Castro de Zelaya.

Este acuerdo viene a fortalecer los programas de atención con el enfoque basado en género y el respeto y protección de los Derechos Humanos, en específico a las víctimas de Trata de personas.

La Titular de la CICESCT, Sua Martínez Ibarra, agradeció el apoyo y compromiso de la presidenta Xiomara Castro de Zelaya, y al Director de la OABI, el Abogado Jorge Gonzales.

“En cumpliendo al plan estratégico de la refundación y aplicación de la Ley contra la Trata de Personas, según artículo 54, sobre la privación definitiva de bienes de origen Ilícito, artículo 78, bienes decomisados por la OABI, para la atención integral a victimas de Explotación Sexual Comercial y Trata de Personas». expresó Martínez.

Ibarra añadió «Vamos a fortalecer el eje de Atención a víctimas del delito de Trata de personas que atiende la CICESCT, cumpliendo con el loable fin para la cual fue creada, y seguir trabajando en la investigación, la persecución del delito”

Por su parte el Director de la OABI, Jorge Gonzales dijo: «El acuerdo de entendimiento y colaboración, CICESCT-OABI, servirá para fortalecer los Programas de Atención a Víctimas de Explotación Sexual Comercial y Trata de personas, que coordina la CICESCT».

La Oficina Internacional de los Derechos del Niño – (IBCR) en sinergia con La Comisión Interinstitucional contra la Explotación Sexual Comercial y Trata de Personas – (CICESCT), Casa Alianza y la Policía Nacional, culminaron con éxito el taller de formación de formadores dirigido a funcionarios de la Policía Nacional en Tela.

Son 21 los funcionarios policiales que obtuvieron la certificación, sobre los delitos de Trata de Personas, abordaje especializado a víctimas, técnicas de entrevista, la ética y deontología policial.

Dicho taller de formación de formadores fue impartido por Sindy Sirey Osorto, experta legal IBCR, Lorena Mayen, experta Social de IBCR, Victor Antonio Ríos, psicólogo de la CICESCT, y el suboficial de la Policía Nacional, Carlos Fernando Figueroa Harry.

Además, se realizó un procedimiento operativo estandarizado – POES, para orientar a los funcionarios policiales sobre el procedimiento a realizar y con quien pueden coordinar la atención necesaria para las posibles víctimas.

El taller viene a fortalecerá significativamente las capacidades de la Policía Nacional frente a este delito, siendo un actor clave para la atención a víctimas, persecución del delito y la coordinación entre las instancias.

La CICESCT, como ente encargado de velar por la atención de las víctimas o sobrevivientes de Trata de Personas, sigue trabajando y mostrando su compromiso para combatir este flagelo en el País.

EIC Y CICESCT gradúan a 32 oficiales de diferentes direcciones de la Policía Nacional en Comayagua

Treinta y dos oficiales de diferentes direcciones de la Policía Nacional se graduaron mediante el curso de Investigación sobre Explotación Sexual, Trata de Personas y Delitos Conexos, que tuvo una duración de más de 80 horas.

El programa es realizado mediante la coordinación de la Escuela de Investigación Criminal (EIC) y la Comisión Interinstitucional contra la Explotación Sexual, Comercial y Trata de Personas (CICESCT), con el objetivo de que los Oficiales de la Policía Nacional tengan el conocimiento y las habilidades para investigar y combatir estos delitos.

El Comisario de Policía, Will Paz Cálix, agradeció el apoyo que le brindó la CICESCT, en capacitar a los oficiales de la Policía Nacional, ya que viene a fortalecer y desarrollar nuevas competencias en una temática tan importante como lo es combatir la Trata de Personas en el país.

En el marco de la lucha contra la Trata de Personas, autoridades del Gobierno de la República y Cuerpo Diplomático, firmaron este jueves el «Pacto Corazón Cinco Estrellas», como parte de la campaña global «Corazón Azul», asumiendo el compromiso para prevenir y brindar asistencia a las víctimas sobrevivientes de este delito.

Asimismo, incidir en el combate del mismo, lo cual implica grandes esfuerzos y sinergias a nivel nacional e internacional, al ser delitos que se dan tanto a lo interno como transnacional.

El evento se llevó a cabo en el Salón Morazán de Casa Presidencial, con la finalidad de fortalecer esfuerzos interinstitucionales y disminuir la incidencia del delito de Trata de Personas en el país.

El pacto fue firmado en representación de la Presidenta Xiomara Castro, por la Designada Presidencial, Doris Gútierrez, la embajadora de los Estados Unidos, Laura F. Dogu, la representante de las Naciones Unidas, Alice Shackelford, la jefa de la Oficina de las Naciones Unidas contra la Droga y el Delito (UNODC), Mónica Mendoza, la Vicecanciller Cindy Rodríguez, la Viceministra de Seguridad, Julissa Villanueva, la Subsecretaria de Asuntos Técnicos y Pedagógicos, Edith Figueroa, y la titular de la (CICESCT), Sua Martínez.

La Designada Presidencial, Doris Gutiérrez, señaló que; «No cabe duda que este problema de la trata de personas, de la violación sexual, es un problema estructural, no es coyuntural porque sus raíces son profundas y descansan en la desigualdad, situaciones que el gobierno de la presidenta Castro está enfrentando con mucha hidalguía».

En su intervención, la Vicecanciller Rodríguez, expresó ;»la trata de personas constituye un crimen organizado trasnacional, que requiere de la cooperación entre los países y las organizaciones multilaterales, con vista a perseguir y castigar este delito y por supuesto, asistir a los que caen en estas redes».

Asimismo, sostuvo que el gobierno de la Presidenta Xiomara Castro, se une en conmemoración del Día Mundial contra la Trata de Personas y se siente comprometido a empeñar todos los esfuerzos para enfrentar este grave delito, que implica la violación a los derechos humanos.

Por su parte, Alice Shackelford, aportó; «Las Naciones Unidas trabaja de la mano con el gobierno de Honduras, para apoyar a las personas más excluidas, que han sido víctimas de trata, para que tengan mejores oportunidades y una mejor opción de vida, y es justamente que enviamos un mensaje de esperanza y decir no a la trata de personas y a la violación de derechos humanos, y si a la dignidad humana».

La embajadora de Estados Unidos, Laura F Dogu, afirmó que el delito de Trata de Personas sin duda es un delito atroz, desgarrador, que implica la explotación de hombres, mujeres y niños con fines de trabajos forzados o explotación sexual.

«Es un crimen que no sólo a la víctima le violenta su libertad y sus derechos humanos, si no también deja secuelas como traumas mentales y físicos, por eso es importante que la sociedad sea consiente de la insistencia y realidad de la trata de personas, pero también que los funcionarios públicos tengan el conocimiento y las herramientas necesarias para que puedan asistir y proteger a los sobrevivientes de trata de personas», dijo Dogu.

La Viceministra de Seguridad, Julissa Villanueva, dejó claro que Honduras tiene una visión clara de la lucha contra la Trata de Personas; «hoy más que nunca vamos a combatir este delito y no sólo vamos a quedar en reunión de pasillos, sino que los resultados se irán evidenciando en el gobierno de la Presidenta Xiomara Castro».

La titular de la CICESCT, Sua Martínez, indicó que el objetivo principal de la entidad es el énfasis en fortalecer el desarrollo humano, en trabajar con la investigación, persecución del delito, la atención y sobre todo, la reparación del daño de las víctimas, y se comprometen más que nunca en apoyar a los sobreviviente de este delito.
